There was a lot of poverty.

Living conditions were awful.

Wages were low. People didn't have enough money to buy food.

As a result, people struggled[d] as they could.

They had to steal to survive because they were starving.

That is why they committed[id] small crimes.

 

At that time, the government was strict.

Judges kept sending people to prison.

That is how prisons rapidly became over-crowded.

Consequently politicians had to find a new solution.

They decided[id] to send their convicts to Australia.
